Frances Elaine Marshall, known to most as Elaine, was born on March 31, 1937, in Washington, DC. She was the eldest child of George Morgan and Margaret Morgan Scott, and beloved big sister to Blanche “Yvonne” Barnes and Sandra Jackson. On October 1, 2025, she peacefully transitioned from this life into the arms of her Savior, the Lord Jesus Christ.
Elaine was the quintessential dutiful eldest child. She was often tasked (even as a young child) with caring for her younger sisters while her parents worked. She grew up in Washington, DC, and was educated in DC Public Schools, graduating from Spingarn High School. She was an active member of the Art Club and voted “Most Appealing”. After graduation, she worked a series of jobs until her friend Janice told her that Pepco was hiring. They made history as two of the first Black cashiers at Pepco, where she served with professionalism, grace, and quiet strength.
During her senior year of high school, her parents moved to North Brentwood, MD. There she met a handsome and popular young man named Kenneth Marshall (Billy Marshall what they called him—LOL). They fell in love and were united in holy matrimony in 1958. Their union was blessed with eight beautiful children. Together, they built a home rooted in love, laughter, and faith, a foundation that continues to bind the family she cherished so dearly. As a devoted wife and stay-at-home mother, Elaine poured her heart into nurturing her family.
Her faith was her foundation, and for many years she served faithfully at Universal Holiness Church, where she sang joyfully in the choir. Elaine later had active membership at Mt. Zion Pentecostal Church before joining Ebenezer A.M.E. Church, where she remained a member until her transition.
Elaine’s life was marked by love—love for God, love for family, and love for the simple joys of everyday life. Her home was a haven where family gathered for meals, laughter, and moments that will never fade. Even in her later years, she looked forward to outings with her children and grandchildren. She embodied kindness, faith, and quiet resilience.
She leaves behind to cherish her memory her eight children and their spouses: Kathy, Karen, Kellie, Kristine, Karolyn, Kay (Keith), Kenneth Jr. (Stephany), and Kevin. She also leaves behind many loving grandchildren and their spouses, great-grandchildren, sisters-in-love, nieces, nephews, cousins, friends, and long-time neighbors. In other words, all y’all (LOL). She was preceded in death by her husband, parents, and sisters. Though her physical presence will be deeply missed, her love, wisdom, and laughter will remain imprinted on every heart she touched. And her faith and legacy will live on through the generations she shaped—with every prayer whispered, every song sung, and every smile shared in her memory.
